The road out of Islamabad runs along the Islamabad Expressway, joins the Murree Expressway (E-75) toward Barakahu and Murree, then continues down to Kohala Bridge, which crosses the Jhelum River. From there the S-2 Strategic Highway carries the road on to Muzaffarabad.

The Murree Expressway from Islamabad to Kohala measures about 90 kilometers (Wikipedia, E75 expressway). Kohala Bridge itself sits about 35 kilometers south of Muzaffarabad (Wikipedia, Kohala Bridge), and the S-2 Strategic Highway that covers this last stretch, completed in September 2016, runs 40 kilometers from Kohala into the city (Wikipedia, S-2 Strategic Highway). Added together, that puts the road distance from Islamabad to Muzaffarabad at roughly 130 kilometers. July 2026

In July 2026 the government approved plans to extend the Murree Expressway a further 70 kilometers toward Muzaffarabad, which would eventually shorten this route. That extension is still under construction, not open to traffic yet, so the drive today still follows the Kohala route above.

Travelling Near the Line of Control: What to Know

May 2025Checkpoints turned tourists back

Neelum Valley runs close to the Line of Control, especially past Athmuqam toward Keran, Kel and Sharda, where the far bank of the Neelum River is visible from Indian-administered territory in places. Army and police checkpoints operate along this stretch, and during periods of tension they have restricted or redirected tourist movement with little or no warning.

In May 2025, checkpoints turned tourists back from upper Neelum Valley and allowed only local residents through, sending visitors back to Muzaffarabad instead (The Express Tribune, “Tension hits tourism in Neelum Valley”).

Neelum Valley

Neelum Valley climbs in elevation the further you go, from Muzaffarabad at 737 meters up to Kel and Taobat above 2,000 meters, so weather and road conditions change fast between the city and the upper valley. We have not fixed a set opening and closing date for this road, unlike Murree’s published snow season, so please confirm the current road status with us before you travel, especially in winter.

In snow and icy conditions, an ordinary car slips even with chains fitted, so we send a 4x4 such as the Revo or Prado for any winter booking on this route. Snow chains are not kept in the car by default. If conditions call for them, we arrange chains on the spot and the cost is passed on to the customer.

If the Road Is Blocked or a Checkpoint Turns You Back

If a checkpoint, landslide or weather closure affects your travel date, message us as soon as you know and we will work out a new date or discuss a refund based on the situation. If the trip is already underway and a checkpoint limits how far you can go, for example turning the itinerary back at Muzaffarabad instead of continuing into Neelum Valley, tell your driver and message us, and we will adjust the plan and the billing together with you rather than charge for distance not covered.
